BGP with Linkproof

We are using Linkproof ( Radware) device for outgoing load balancing towards internet. We have 4 X 20 Mbps ether drops and they are terminated at two routers.
The problem is when I send out traffic it takes only one link for outgoing traffic, whereas the idea was to send out throug all the four links using per packet load balancing.
The four links on the other side terminates to ISP routers and we are running BGP between them. The return traffic selection is done @ ISP end using local preference.
Radware guys told us that we need to do PBR to acheive Per packet load balancing.
But if we do PBR whats the point of Linkproof anyway because we can use route maps for the same. To make it automatic Link proof was used. Because ether drops are used floating static routes cant be used also.
Anybody faces the same situation? How do we resolve this issue.
