Cannot Install programs on Win2K Server

I have a Windows 2000 Server SP3 that when I try to install any program on it, it doesn't work.
Right now I'm trying to install Norton Anti Virus (enterprise edition), and crystal reports server.
In norton it goes until after copying the files then it hangs. In crystal reports it doesn't do anything further than the CD Key.
This Server is running as a web server, everything else works fine.

I guess you need the expertise of the vendors. They're "supposedly" the experts of installing their products.

So whom should I call first Norton or Crystal Decicions?
Or is this the way you plan on grabing the points?

Ok, time for some obvious questions:
Are the install programs (Norton & Crystal) on CD, or on a network share?
If share, are you sure your logged-on account has all appropriate rights?
If CD, are they original media, or burned copies?
If original CDs, are they free from scratches and in good shape?
If burned CDs, are they burned correctly?
Did you try these installs on another machine, just to verify the integrity of the software? You don't have to install them fully on the other machine, just try and get past the steps were you are getting stuck on your Win2KServer. (ok, that wasn't a question)

Anti-virus disabled before you install?

Now for a suggestion: do the installs from the Add/Remove Programs applet. Don't do them by either double-clicking the setup.exe files OR by running setup.exe from the Run box.
Doing an install from the Add Programs option in Add/Remove Programs puts Win2K in "inactive" mode (I "think" that is what it is called). Apparently, doing an install from Add/Remove Programs sets a couple of variables in Windows to a different status then just running the installer from a Windows Explorer window. It is a more graceful way of doing an install for the operating system.

And there is nothing inyour System Log? Weird!

Anything weird looking in Task Manager? Does the setup.exe file run at 100% CPU?

These are my thoughts on this.

It's on CD. I alos tried it when copying to Hard Drive, same results.
Don't ask the rights question again, as I noted above, I'm not a plumber (I keep answering this because this type of answer sounds like somenone just wants to grab the points, although I know that you are not that way).
It is original media and no scratches, see above.
I tried it on different machine and it worked.
There is no antivirus (Norton Anti Virus is one of the programs I'm trying to install).
I tried doing it from Add/Remove programs but the same problem again.
Nothing in the logs.
Setup.exe doesn't run at 100% CPU
If you have any other suggestion please let me know.

After reinstalling Windows 2000 - doing a inhouse installation - It still didn't help. I decided to log in using a differnet account (that of course also has administrative rights). And it worked, turns out that the administrators profile was corrupted.
