Can't Send Intranet and SMTP e-mail

Having trouble sending Intranet and SMTP mail -(in OUTLOOK 9 at the same time- the internal e-mail will come back as:

-System Administrator - Undeliverable
-The originator does not have permission to
submit message
-MSEXCH:MSExchangeIS:GOWMAC:GMSR1

Have try going into Outlook under tool,services, deliverty tab and change the order of the information services - still have the same problemm

Take a look at the address list for the users who have this problem, and make sure that their X400 addresses are present and not damaged. These are the addresses that Exchange uses for local mail, and to validate users.

The proble relays in the exchange server. He receives the message but..
1.- The sender or one of the receivers has some settings under the Delivery Restrictions. This restrictions may be size, domain or attach
2.- Your database is damaged or has some corruption and exchange is unable to deliver the message.
Also Double check the Internet agent, the relay tab.
