Create a custom recovery image for Windows 8's Refresh your PC tool

Following the need to Refresh my PC and then having to reload a considerable number of apps I tried to create a custom recover image using Greg Shultz's article of 14-March-2013 as my guide, with the following result:

"The recovery image cannot be written to the specified path. The recovery image must be stored on a fixed disk.
Error Code - 0x80004002"

The code is trying to create the refresh file in the root directory of my C: drive, which also contains the operating system.

Can anyone help?
