ctl - alt - del causing lockups

My IBM 486/100 locks up each time I try to restart using ctl-alt-del, or any time any program restarts my system, restart in windows included. Restart in Dos mode works fine, but if I select "restart your computer" it locks up every time. It is not a windows problem because I replaced the HD with only running Dos and it still locks up each time ctl-alt-del is pressed. When it locks up, only a power re-cycle will restart it. I have reset the BIOS to default, which did not help, and also replacedthe processor. I know, it is a lot of trouble for a 486, but inquiring minds want to know, you know?

check your cmos settings for anything related to ctrl alt del or reboot keys etc to see if its enabled or set correctly.
