ctrl+alt+del not responding at win2k login

Win2k Server sp4 all recent updates, current AV and spyware.
At the windows login screen, ctrl+alt+del is not responding at all. I cannot get to the password screen. Keyboard is fine and login works in safe mode. Ran chkdsk - no errors.
System boots into windows quickly but cannot enter CAD to get to the password screen.

Keyboard type?

What type of Keyboard is it? PS2 or USB?

Built-in laptop keyboard which is working fine and all works well in Safe Mode.

Same issue

I am having the exact same issue. I have a standard PS2 keyboard. I know the keyboard is working fine because there are 2 machines that use this keyboard, monitor, mouse, that are on the same network. I am able to login to the one without a hitch, the other, when I press control, alt, delete, nothing happens at all. I can't login. I tried removing the require CAD option in user accounts from this account and restarting and it is the same. Can't find anything helpful so far.
