Hi,
The 1st thing to check is the fan...you say it works w/some help, 1.replace the Power cable w/a known good one, if the fan works on it's own, but still no boot, then remove all the cards and the IDE cables and power connectors to IDE devices. Reboot, if no go, replace the Power Supply w/ a known good one of the same capacity, if that works, your home free, if not then remove the MEM, you should get a series of beeps w/a Dell, if you do, then reseat the MEM one stick at a time, keep that up till the offender is identified, if no go, reseat the Processor and reboot, if that works then add expansion cards first, one at a time, starting w/the Video, rebooting after each card is installed. Keep that up till the offender is identified. This will take time and a lot of patience.
Best of Luck..

Did you replace the fan with the correct replacement part? If, like on a Compaq, you replace with a different part#, it will fry the motherboard.
