I agree with Stillatit. But I don't understand why a user would try to change the workgroup name? Do they want to be a few minutes late to work?
Also try changing the workgroup name to something easy to remember. Like the company name, and don't leave it on it's default to Workgroup.
Also I would say you should upgrade to WINDOWS 2K, since the options for you as the help desk person makes your job much easier.

Require Validation by Network for Windows Access (Windows 9x/Me) Popular
Category: Security > Network
By default Windows 9x doesn't require a valid network username and password combination for a user to bypass the logon and gain access to the local machine. This functionality can be changed to require validation by the network before allowing access.

Open your registry and find the key below.

Create a new DWORD value, or modify the existing value called "MustBeValidated" and set it to equal "1" to require successful authentication.

Restart Windows for the change to take effect.

Your machine must be part of a Windows domain for this tweak to work, as the user must be authenticated by the network

together with the policy that they can not change the settings of the networkoptions should make this work.

Leopold
ps. I have seen once that they disabled the abillity to press the cancel button at the login screen also.

Force Users to Logon to Windows (Windows 9x/Me) Popular
Category: Security > System
Usually users can simply press 'Cancel' at the Windows logon box to bypass the login process and gain access to the local computer. This tweak will logout the user if the authentication fails or the user clicks Cancel.

Firstly, setup your computer for multiple users by using the 'Users' wizard in the Control Panel. Create a new user in addition to any existing users, then restart Windows and login as thenew user (this will become your new default account).

While you are logged in open your registry and expand the [HKEY_USERS] key, there should be several sub-folders including ".DEFAULT", "Software" and a folder corresponding to the new usernameyou created above.

Open the key listed below (if the 'Run' key does not already exist then create it), and create a new string value named "NoLogon", and set the value to equal "RUNDLL32 shell32,SHExitWindowsEx 0".

Log-off and now when you login using the new username you should gain access to the desktop, but when you press Cancel or enter the wrong password the desktop should partially load, and then the computer should return to the login screen.

Note: If you have problems with this tweak, press F8 while the "Starting Windows 98..." boot-up message is showing, and select Safe Mode. Then open your registry and delete the "NoLogon" key created above.

Note: Once this tweak has been implemented any subsequent users accounts that are created will inherit the 'NoLogon' value and therefore reboot when they login. To avoid this; when you first create a new user, open the key below for the newly created account name (e.g. [HKEY_USERS\jdoe]) and remove the 'NoLogon' value.
with all these tips you should be able to lock the pc down now.

Use these fields to create a dialog box that will be presented to any user before logging onto the system. This is useful where you are required by law to warn people that it is illegal to attempt to logon without being an authorized user.

Open your registry and find the appropriate key for your operating system.

Windows 9x:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Winlogon

Windows NT:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\WinlogonModify the value named 'LegalNoticeCaption' to represent the caption on the dialog box (e.g. 'WARNING!'). If this value doesn't already exist create it.

Modify the value named 'LegalNoticeText' to represent the body of the dialog box (e.g. 'Do Not Attempt to Logon to this system unless you are an authorized user!')

Exit your registry and restart Windows, and the next time you boot up you should be presented with the dialog box before logging on.

Note: This value is limited to 256 characters, you need to install the latest Windows NT service pack to allow up to 1024 characters.

One last hope.
I have read that on the resource kit of the win9x that there are some sample policies, one of them is maximum security for windows and networking. Unfortunately it doesn't say what it consist of. (do not use the one called sample since there seems to be a problem with that one).

Excellant comments Deja_Vu, But I have that in effect. I have th elegal notice, the custom desktop, the customer folders. have them locked out of everything. They can really run two programs. But still the question stands. How to disable the domain name at winlogon. I appreciate all the comments and help. But was wanting to be able to either gray out or disable the name. I know that alot of people will wonder why the big bother. I dont know. As with any tech I would like to find a way to disable that option, instead of going the long way around to stop users from changing the domain name... Thanks you so much !!
