E-mail Failure Message Delay

Whenever an email fails to be sent through our server there is a chance that the actual failure message will be delayed up to 4 weeks from the initial sending. We are using Outlook 2003 and running Exchange Server 2003, both with SP2. Any helpful insight to why this is happening would be greatly appreciated.

SMTP virtual server props

In Exchange System Manager, check your SMTP virtual server / Properties / Delivery tab / Outbound section,
check the "Delay notification" and "Expiration timeout" settings, defaults are 12 hours and 2 days respectively.
