Error Forwarding emials to a distribution group

I have a very strange issue here that I am trying to work out with one of my clients

We are running an Exchange 2003 server (latest SP) with around 150 users or so. This particular client is running office XP and windows XP (SP2)

Anyway, the problem is this, when she tries to forward an email (manually not via a rule) to a distribution list she is receiving reports that the original email is not being received as part of her message (and yes outlook is set to include the original email in forwards). Certain users on her list have reported this, whereas others are receiving her mail fine.

It appears that her 'hotmail' contacts are the ones being affected by this.

Diagnostic steps I have taken:
* I have included myself on her distribution (my internal and external hotmail account) and the message is received fine
* Set her format to html only and created a global recipient rule on the exchange server to send the whole body as html
* Frozen the hotmail email queue and deleted her email with a NDR, checked her email and the whole message is intact

I am at a loss as to explain why these particular email recipients are not receiving the original email as part of the message

Any ideas?
