excel, cannot activate the "send to mail recipient as attachement"

I have a user that used to use this function on their old pc and when we issued them a new pc they cannot use this function any more, the button is there but grayed out. Also the "send to" function in the "file" menu is not there either. I have looked high and low and not been able to find how to enable this grayed out button. Any Advice?
the user is running XP SP2 and Office 2003 PRO

If, durring install of Office, you chose a typical or minimal install, that component may not have been chosen. You can add it though. Go to Add/Remove programs in the control panel, choose Office 2003 Pro and click change. It will then ask you if you want to add/remove components. Go through options for all programs if necessary until you find it. Note: You will need the original installation media to perform this.
