formatting the Hard drive of a Laptop pr

I am having a problem formatting a Hard Drive for a laptop.

First of all I have a five percent Dos format already on there.

Heres my problem:

I type format C: /s at the prompt then it says Formatting 157.46M then it stops at 95 percent completed and you can here the Hard Drive doing something then I get this message

Not ready
format terminated

What does this mean? How come I can't format the hard drive to where I'm able to install windows 98 too?

goto www.download.com and search aefdisk under downloads. You will find version 1.6. Use this fdisk utility to dump your partitions. You must also be sure there is no d drive (AKA logical drives in extended partitions or simply no extended partions at all. Simply delete all the drives starting with Logical then to Extended then primary. Then simply create C: and then reboot to your boot up disk and format. That should be it. What appears to have happendd is that during some time your computer had a miscalculation of space so @ 95% it runs out and becomes not ready. Be sure also with your boot up disk type A:>fdisk /mbr and that will also help you out. HOPEFULLY.
