Google DNS blocking government sites?

A couple of sites for our employees such as www.atfonline.gov and www.justice.gov were not working for our employees. We changed our DNS back to our ISP's DNS and we could suddenly access it. I challenge any of you to try using Google's 8.8.4.4 DNS and see if it works for you! Conspiracy by Google?

IPv6 DNS records

IPv6 has started rolling out. If IPv6 records are available, you may get such from Google dns. Now, DNS answers with IPv6 entries are bigger than some older routers etc may expect, and you may get an error.
Or: when a client has received a long Ipv6 address, it will happily try to connect over "the new internet". What if the v6 connectivity doesn't work?
