How to configure 2 routers 2 subnets with parent domain and child domain?

I am a Cisco Engineer and not a Windows Administrator. Jobs are difficult to find and this job is a life saver. I am having to learn a lot of new things. I really need help resolving the communication issues between Parent Domain and Child Domain. The company that I work for want to share resources to the extent of centralized management but NOT ISP or DHCP. I have two networks. Network A and Network B they are in two different buildings. I have them networked through a static route through fiber optics. I can ping between the networks with IP Addresses and I am having Name Resolution issues. What is it that I need to do the get the Windows to see each other so that the Name Resolution works for AD & DNS Updates.

Fiber Optics:
Router A: 192.168.1.1 255.255.255.254 to Router B: 192.168.1.2 255.255.255.254


Network A
ISP A
Router A: 10.0.0.1 255.255.254.0
Windows 2008 Server R2 - Parent Domain: cybersoftech.com
AD
DNS
DHCP: 10.0.0.1 - 10.0.3.254

Network B:
ISP B
Router B: 10.0.4.1 255.255.254.0
Windows 2008 Server R2 - Child Domain: cnc.cybersoftech.com
AD
DNS
DHCP: 10.0.4.1 - 10.0.5.254
