How to LOCK DOWN Windows 95?

I need to lock down some Win 95 machines that are going to be sitting in an autoshop running tracking and time keeping software. The software only needs three files and an icon on the desktop to run, but it connects to the server via TCP/IP.

Question is this: I need to LOCK DOWN these machines to make sure that nobody can get into them and screw them up. I'm talking complete lock down, where all they can do is reboot the machine and double-click the icon for our software. I have to have F5, F8, and safe-boot functionality removed, run, network nbhd, my computer, and access to any hard drive COMPLETELY locked out. And of course the registry. Idealy, we would have a login that gives security based on the id so as admins we could change settings,but the regular user is locked out.

I've had some success with Poleedit (when it works) and various software, but nothing does what I need completely. I'm willing to use a variety of tools to do this.
