My wife has a HP dv1000. It sticks at the Boot up screen if any USB devices are plugged in. I am believe it is the start of a mother board problem.

replace the battery

As a test first, remove the battery and leave it out. Plug in the power cord, and see if it works.
If it does, replace the battery. If not, you are likely right.

The battery is a possibility but some of the HP laptops are set up to read a smart key to boot, part of their security package. If you don't have the key set up plugging in a USB that is not equipped with a key the laptop will freeze expecting to locate a key that it will never find. You can disable it by going into start > control panel > security functions> disable the smart card/pass key option. This option is on by default in most "business edition" HP laptops. One of its selling points. Also if you want added protection go to the HP website and read how to set up a boot access key, a pretty neat trick/option for further securing your data. Sometimes it is used with HP's Laptop lowjack feature.

But again try the battery first as extra drain on an already low battery can cause all sorts of problems.

It may be trying to boot of that USB device, check in the bios and ensure that you aren't booting up off anything other than your internal harddrive and boot from usb is disabled.

If the battery of the HP laptop is not in a good condition, sometimes booting problems might happen. To remove any static charges accumulated in the battery, you would have to remove the battery and press the Power button for about 25-35 seconds. Then reset the battery. Even after this, if your laptop is not booting up then you could perform the battery calibration and press F8 key to boot in safe mode.

what about changing the boot sequence to not include USB devices, or boot from HDD first

If the boot sequence in the bios is set to internal hdd as the first device and you still have issues, turn off USB legacy options in the bios. I had this issue with a Drobo unit that when connected to a pc and you cold booted it it would hang at the bios screen. the fix was to turn off the usb legacy support.
