iis admin not server admin

Is there a way to make a user an Admin of a site in IIS and NOT an Admin on the server that runs IIS.

I have other sites on this server that I dont want this user to be able to administer either.

You don't need to make anyone a local administrator, nor is it recommended to do so. Simply go the virtual directory for that specific website and grant the appropriate permission to the user or group that needs to administer it. On the other virtual directories for other sites, ensure that the user/group has no effective rights.

ntfs permissions

I went into iis as admin and created a new website called test and pointed test to d://www/test.

gave the test folder full control permissions to a testuser and removed the everyone group.

testuser is NOT in the admin group, but in the developer group.

logged into the server as testuser and tried to open iis and it says testuser can not open iis because he is not a member of the admin group, then prompts me for admin password.

can this be set up so the user can admin the site from iis?
