Internet access for users

Do most companies allowing users to access the Internet, give them free reign of the whole web? Is that a good idea? Are users able to download and is that a good idea? Also, I've seen webshots around the office. Is it ridiculous for users to have wallpaper photos?

All our users have unrestricted (seemingly) access to the internet. However, I have in the past blocked out certain undesirable sites that have been visited much too frequently during business hours. After hours, we are more than happy for users to look at whatever they want. Our culture in the office is fairly tolerant of other people's tastes. Bar a few, most staff will not abuse the privilige of internet access.

Users are free to customise their desktops as they wish, within reason ofcourse. Most of our users have the common sense not to do anything that would be considered offensive in anyway. It also helps that 80% of our staff are female

I closed my question without giving ratings to the answers. All of them were very helpful. If it isn't obvious by now by the questions I've asked, I'm new to network admin. My apologies for not providing 'acceptable' ratings for all the answers to this question. Thanks for all of the help.
