Internet Connection Slow Down

- XP SP2 (updated with everything)
- Netgear Web Safe Router Gateway RP614 (latest drivers)
*Custom build PC:
- Hitachi / 400GB / 7200 / 8MB / SATA-150 / OEM
- 2nd drive is a 100G.
- Kingston 1024MB PC4200 533Mhz DDR2 Memory
- Pentium 4 660 series (64-bit) 3.60GHz with Hyper-Threading Technology, 800MHz Front Side Bus and 2MB L2 Cache.
- ECS PF21 Extreme Intel Socket 775 ATX Motherboard / PCI Express / Audio / USB 2.0 & Firewire / Dual Gigabit LAN / WLAN USB Adapter / SATA / RAID

All of the sudden my PC has been at a crawl and so has the Internet. Timewarner says everything checks out on their side. I do many speed tests on websites and it is confirmed I have the upo/download speeds I get form them. Yet, my internet is slow. This computer has been fine for months until recently. It is defragged as much as it can be. Registry is cleaned form a couple of different programs. No viruses, spyware, etc. Nothing running in the background that will take up processor time. Currently my CPU usage is 2% and my network utilization on the GIG card is 0.09%. I have the swap file, which is over a GIG in size, on the slave drive, which also serves as a backup. Nothing is run from it.
Any tweaks I have done have not been much help. Even with the PC connected directly into the cable modem, the internet seems sluggish.
Any ideas I may not have tried for either fixing my net speed or PC speed (programs and even accessing Windows Explorer are getting slower).
I am at a lost.
Nothing bad is running. Not a lot is running. Even trying to use FreeRAM XP Pro. System is cleaned of temp files and such. IE and FF are as updated as they can get right now.
Please let me know if you have any ideas? Thanks. I really want to figure out this internet connection problem.

I have tried a second NIC. No help.
I will have to get some new cables to try.
Even with the router out of the loop, the net is still slow. It took me 15m to log into Techrepublic just now, and even after that, EVERY link on TR worked, except for the on to take my to my "My Tech QA". That took another 10m to get into. I kept getting "page not found". This TR problem, however, has been an issue for months for me.

I am also having these problems which may be related.

I have disabled any protective programs (antivirus, popup blockers, etc). Used 2 browsers. Heck, I have EVERYTHING closed I can possibly close.

Trying to find a way to shrink the swap file. I have Windows doing it automatically but it is still 1G+. Need to hit Google.

I can definitely say EXPLORER is an issue., The Start menu is always hanging when trying to access programs. Windows Explorer when opened takes a while to read the directories. It must be that. When I run WINAMP for music or run games like DOOM3 and GUILD WARS, they are fine. Anything Explorer or browser based seem just not want to work.

I am still waiting for START to load so I can access Word and spell check this comment, which does not seem will happen.

Nothing is coming up in EVENT VIEWER.

I tried to do a CHKDSK on my C drive (through properties) but when it tried upon boot, I get a message that the drive is lock and can not be accessed. Then Windows loads.

I have used programs to clean the registry and clean Windows (like Windows Washer) but still not help.

I have skimp over all your comments and will get to them all, one by one.

What happens in in Safe Mode? Safe Mode w/networking? Is Windows Explorer still very slow?
Wonder if your virus scan could be a problem, or even your firewall, if its Zone Alarm what happens if you turn off ZA and kill the true vector service?

For AV and Firewall, I use Bitdefender 9, but I have it all shutdown when doing these tests. I even kill the processors. I ma trying a newly created account on the PC now.

What about safe mode? Is there still mouse and explorer issues even in safe mode? If all else fails try uninstalling firewall/av software and see what that does. Sometimes just stopping the services and killing the processes doesnt work, especially if there is a problem with the program.

I would suggest that there could be 2 things causing this problem.

1) The most probable chance is drivers. I would suggest that you either reinstall the drivers for your machine or if there is any recovery cd for drivers with your computer, let that recovery CD repair the faulty drivers
2) Your router settings are not correct.

I have noticed on some computers that if CD/DVD drive also causing computers to slow down if there is any CD/DVD drive.

Using my other PC on my network the internet conenctions seem much better. I was able to log into all 8 of my Google Gmail accounts with no problems. I still failed to access TechRepublics QAs on the first try. I am too tired to try other things tonight but I do see a difference in the two PCs, and the one with the better net access is the crumby computer.
I plan to remove both of my networking connections and having Windows reinstall them. I will also plan to uninstall BD and see what happens as well. Got some new cables to try too.

Oh, not a big difference in speed but a better one considering I was able to log into 8 Gmail accounts in 60 seconds when I can not log into a single one on my main system.

If you use Zone Alarm Pro edition it will slow down your up and down traffic. Also sometime drivers update could make the difference between before and after according to my experience.

I removed Bitdefender 9 and even removed and reinstalled my primary NIC. Things seem worse. Slower.....
