IT help for VoIP understanding in a 20 sq mile township

Hi you guys that are IT interested individuals.
I'm a newly elected trustee of a small rural township and we are able to get free fiber for a network application from our cable provider, want to go to VoIP, yet still have an issue oft he cost of cell phone use by our township employees.
The question: Is it better to get some VoIP in the township now given the fiber optic availability, or try to wait until next year when the issue of the 700MHz seems to have more of an answer. We are a government entity with fire, police (use 800MHz radios) and other public services, so I want to know a resource for knowing how we can develop our plan going forward to address public safety as well as VoIP, cell phones, etc? This is too overwhelming for me to establish a timeline or basic fundamentals. Hope you can help me.
