LAN Workgroup Problems

How to implement a functional shared work group for our LAN?

Problems:
1. Workgroup list won't populate or is incomplete.
2. Says Network Resource is unavailable or cites permission problem.
3. Browse Master issues.

Attempted Fixes:
1. Tried to designate a Browse Master and disable reg entry on other systems.
2. Have experimented with using a lmhosts file.

Details:
1. Small business = don't need Active Directory or even WINS server.
2. DNS is handled by ISP.
3. OS's include, Wink2k, 2kServer, XP and 2003.
4. Can usually get to a network resource by typing in its location, ie \\mycomputer\.

Follow Up Questions:
1. Is there a way to concretely set a Browse Master and administer? (GUI, 3rd Party App)
2. Are there other viable alternatives to AD or WINS?

Can you guys help me with the etiquette of this particular forum? It gives me two options for evaluating answers. What would be the best response for an answer that mentions something i have already tried and/or familiar with. I do not want to offend anyone who is gracious enough to take the time to help.

In these instances should i vote "yes, it helped, and then comment that i have already tried it? Or vote no and list the reason.

I wasn't sure if the point scale was related to this, and i didn't want to penalize people who have taken the time to help.

create a xxx.bat file by using the command :
c> net connect ..........
for the computers you know that exist on the lan . this has to be executed during boot time . it can slow down boot up time . put a timer if you wish .
A WINS server may help you a lot .
