logon screen not coming up

Brief explanation of our network:

10 sites linked via FR 56K/128K
Each site has a switches, NT4.0 BDC and 10-25 PCs.
Main office has switches, NT4.0 PDC, BDC, Exchange5.5 server and 20 PCs.

At several remote sites(not main office),the users complained that when they start the computer "network logon" screen doesn't come up. If they restart the computer couple of times, "Network Logon" screen will appear.
(Note: the problem is most noticible when most of people are login on at 8 AM)
This problem appears on several PCs but not always the same ones. This problem happens at various sites.

Suspect cause of problem:
1- NT BDC server (PII200, 128MB) is slow in processing logon requests.
2- User logging on trigges synchronization among BDC and PDC. Thus causing NT BDC stop taking more logons.
3- DHCP (each site has it own range of IP addresses) is slow in assign IP addresses.
4- WINS sychronization is slow.

I have ajusted #2 and #4 but no changes.

Any of you encounter this problem?
What did you do to correc the problem?
