MS Exchange Server

I'm helping a friends business where the IT bod walked and they have been left high and dry the system has an older Win 2000 server acting as client server and a new Quad core MS Server 2003 'Small business' has been bolted on and holding everything else database etc.the workstations have Outlook 2007 and are utilizing MS Exchange for e-mails how can I view anyones e-mails I have found the "Web Access" pane in public folder-archive in "Exchange System Manager" but if I try and log on with correct credentials it allows me in but there is nothing to see? We have all the correct policies in place regarding privacy etc. and it's more to be able to cover work when some people are field based as apposed to "Big Brother" so that email=work=payments i.e. if we miss someones e-mail it can cost us without needing to put rules on is there a way to view all mail account activity easily?
