Is the server a domain controller? I suggest you log in as a local administrator. That should enable the properties. Also ensure firewall is disabled, Windows Firewall as well as others.

The only time I have been unable to get into a NIC's properties is when I was logged in with an account that doesn't have admin rights, or the BIOS (on PC or NIC) has some sort of LAN controlling firmware that is blocking it. Try installing a different NIC card and see if you can recreate the issue. If not then I would see if hardware manufacture has any idea about any firmware lock on the morhterboard or NIC.
