No display properties

I have a Win95 Machine that a user has set a background .bmp on the desktop by right clicking on it. Now the display properties can no longer be accessed from the control panel or from a right click on the desktop. I cannot find any software associated with this image to uninstall. I have also removed the image with regedit. Even with a new background image I still have no way of getting to the display properties, not even in safe mode. When I right click on the desktop then left click on properties, all I get is a quick flash of the hourglass, then it changes back to the pointer. Same results from control panel. What gives?

Here's the fastest way to solve that problem. Of course it's a little bit cruel:
1.take a clean system 1.44 fd with the command format com on it.
2. bakup your old system( maybe the whole drice C will be safer)
3. start the sytem from the fd incommand prompt only and type 'format c: /u'
4. re-install the os, and your old programs apps
5. restore your personal folders&files(my documents, dox, txt etc.
that's all
the big disadvantage is that you may have some apps hard to re-install
the good part is that you'll have a brand new os..... that's a lot , i do that every 2 mounths, feels so good.
The whole process should take 2 hours, Good luck

The proble was Webshots. The user installed an .exe and thats when the problems started. I had to restore the desk top from an restore disk. earnst pointed me in the correct direction. Thank you for your help.
