No floppy in My Computer

Here's a strange one for you all. I'm installing Win NT 4.0 Server on a rack mount system. It's a P3 600 using an Intel 810 motherboard. There is 512MB of PC 100 RAM and an Adaptec 2**60 SCSI card connected through a riser. The floppy drive will read on the initial insertion of the drivers for the SCSI card, but will not read after that. We have removed the SCSI card from the machine, and had the same problem trying to get the NIC drivers installed. The only way I have found around it that I have found is to skip the intallation of the SCSI and NIC cards. Install SP3 which at that point the floppy re-appears, and is usable. I then have to go back and install the drivers for the SCSI and NIC cards.

Here's my questions... Have any of you seen this issue before? Do any of you know why it's happening? Do any of you know of a better work around?
