No privileges to do anything no start button Win XP

I have just bought a second hand HP pavilion the seller tells me he "only created a single user (Administrator) with no password, so there should be no restrictions on what you can do."
It starts ok but only shows the desktop picyture at any point. However, no start button, no folders on the desktop, can't break into boot up with F8 as it stops it booting altogether. Can't get into setup with Del. Have created a folder on the desktop and can even get to the control panel via that - but nothing works. A brief flicker to show the button was pressed, but no action.
Would it be a good idea to take the battery out?

BIOS setup

You'll be wanting to try F1, F2, or possibly ESC on an HP.
but none work - in fact any key presses on the PS 2 keyboard stop booting altogether

OK. If you want to troubleshoot this, I'd consider trying another keyboard, perhaps USB rather than PS/2.

Disconnect anything that isn't absolutely necessary.

Try disconnecting the drives, then see if you can enter BIOS setup on boot.

If you can give us the model, we may be able to find something specific to your system, including how to clear BIOS if necessary.
