"Out of Memory"

Working with many users a day, I have answers to most of their questions. There is one that always stumps me though, and I always fumble to try to give them an answer. The question is:

Even though I have 256 mbs of RAM I always still seem to run out of memory and lock up. Why?

Now, It's usually the powerusers that have 30 pages of Word, Excel, or browsers open at once that ask this.

My question that I pose is: What is a good "politically knowledgeable" way of telling someone thatcomputers have a limit to their capabilities and that their resources are limited? AND, does anyone know of a good 'memory thermometer' program that can be used that shows when a limit is being reached?
