outlook calendar sends invites as plain e-mails outside of domain

Hello everyone. I've been seeing this problem for over a year and it is finally time to figure it out. We use Exchange 2003 in our domain. When a user sends out an invite via outlook to anyone inside the domain it comes across just fine. But when they invite some people outside the domain something happens and the typical accept/decline/tentative invitation does not come to anyone include those also inside the domain. Instead they just get an e-mail with the meeting info that they then have to enter manually into there calendars. Why does this happen. i could understand if the problem only happened to those outside the domain but the problem is that it affects everyone that is invited to the meeting. Any thoughts?
