What’s the best for you depends on your detailed requirements. So first be sure what you need. Then study both solutions to find the best fit. If you feel you can’t do it yourself, hire someone (a company or a freelancer) with the right experience to do it or help you.
Probably in certain situations the one is better suited, in other situations the other. Otherwise Salesforce wouldn’t offer both.

You’ll note that was Pardot was renamed to Marketing Cloud Account Engagement some time ago, so the your question is better stated as “Which variant of Marketing Cloud is best for us?” My suggestion: call your Salesforce Account Manager and arrange a meeting to discuss your question. Account Managers always have time for customers wanting to spend their money with them. If you’re a good customer they’ll offer you free demos. Much, much better than asking such a vague question on a forum.
