It is very easy to do this. I have a 20Gig and i got it to dual boot with a fat32 partition. First creat a fat16 partion of about 200 Meg. quit fdisk and reboot the machine with a bootable disk run fdisk again and use large disk support. Create a second partion of the amount desired for win98.
exit and reboot the the machine with the bootable disk. format c: and d: leave e: as the rest of the space available for NT. Make sure u install win 98 on d:. Once it is done start installing nt. Create the last partion using NT during your installation process partition the drive according just remember if it is fat in nt cant exeed 4gig so split them into 4 and 4 till there is no more left to do. choose a partion to install it on. Once it is done go into nts disk administrator and create a volume set for the drives u made 4gig and 4gig.

thats is how it is done

If I read the question correctly you installed NT first. In a dual boot situation win98 must be installed first. Then when installing Nt it wil detect the existing OS and ask which partition you want to install it to. It then will modify and add 3 files to the MBR record. Doing this vice versa will simply overwrite the MBR.
