Power Down of Windows 98

For Windows 98 2nd edition, get the Shutdown Supplement as suggested. Microsoft made a big mess on this issue.

For Windows 98 1st and 2nd edition, disable "Fast Shutdown" as suggested.

For Windows 95 and 98 otherwise, try type Ctrl-Alt-Del and if you see any task "Not Responding", click End Task to shut that down. Do that until there is not task "Not Responding". Then try shut down again.

If you have an antivirus program installed, wait a few seconds first. It takes a little longergenerally. I'm assuming, of course, that you already close all applications. Make sure you have the latest drivers for VGA card, Motherboard Chipsets, NIC, etc. Also make sure you have the latest Microsoft Service Patches. Easy way to do that isgo to Windowsupdate.microsoft.com where you'll see all the relevant updates to your computer listed. Hope this helps. Good luck!

At first i'd like to try <msconfig> utility, <additions...> and them uncheck flag that controls fast shutdown disabling.
At second - check your msdos.sys for network=0 if you do not need local network or something else, in general network is a reason of that hunging (OS waits to notice LAN for a shutdown). Anyway check Network properties / Network Card / properties / LM .... if you realy use network. That can help you. At last i'd check for system updates.

Most of the time is hardware that cause this. Firstly, download the patch from http://windowsupdate.microsoft.com if it still don't work. Try switch off the Power Management setting in your Bios, and shutdown again, especially the ACPI. I have justsolve the famous Windows 98 SE's shutdown problem.

I had this very same problem with my son's Hotwheels PC, right out of the box! I did what any good father would do. I formatted the hard drive and reinstalled Windows 98 and only the stuff he wanted. Not all the other wierd crap they had installed. That fixed it. Weird houw it boots up faster, too. :-)

I also have this problem with the 98se os. The shutdown supplement worked for a few weeks. Then all systems would not shutdown again. I deleted the dlls that were updated and reinstalled the fix and the systems shutdown again. ... a pain though.
Waiting 30-45 seconds after closing all apps before shutting down seems to help.
