Prevent User Installations?

I maintain over 80 Windows NT workstations in an NT domain. A great deal of my time is spent troubleshooting issues I believe are due to little web utilities and downloads the users find cute. Is there a way to prevent users from installing applications to their PC with their NT accounts. The solution must include DOS based applications as well, though this is not as critical. Setting folder permissions is out of the question.

If there is no straight-forward method is their a way to create an alert or message?

I don't have the solution but I can tell you that System Policies while good are cumbersome when you are picking the programs that are authorized. Even as a user you can still install programs. They may however not install completely and cause even more damage.

If the users are in the local administrator group remove them and put them in the user or power users group. They should not be able to install any software while a member of those groups.

If they are downloading the software via their workstaions thru the internet. You could set the security settings of their web browser to disable file downloads or disable at the proxy server level.

Many utilities on the web easily install without administrative privileges.
