Proxy Server

I'm looking for someone who knows how to code an ASPNET application(c#) for a web server proxy, or can help me in the right direction. I wrote a program that checked the Request.ServerVariables("HTTP_POST") and done a Response.Redirect("somesite"). I changed IE Proxy LAN settings to run the program. When the program runs it just loops around. I think I know why because when it goes back to the client the LAN settigs point back to the proxy server, which just redirect again. If I could find a way for it not to post back then that would be the ultimate fix. Maybe a HttpHandler?

I also created a PAC file and tested that. It works fine on XP but I cannot figure out how to get Server 2003 to work. What I need is something that checks who the client is, then what URL they are accessing. I then want to ACCEPT or REJECT the url request. This all would work really easy if the Response.Redirect worked, instead of looping. I'm simply just trying to create my own proxy filtering application. Do you have any ideas, suggestions, software recommendations?
