If they're both going to be Domain Controllers in the same active directory domian, you just need to promote the new server to DC status and it will replicate the Database from the old server. If not you can use the command line. You use csvde.exe to export to a csv file or ldifde.exe to export to an ldif file. You can then use the same commands, in import mode to import the file you created to the new server. Google each command to get a listing of the different switches you'll need.
