Here's a plagerized answer from Maxwell on the order of things running. It should help you figure where the system hangs at and therfore whatthe problem is. He wrote

"well, here's a run down on the POST.
Power on,
Chipset initialization,
memory test,
BIOS to RAM,
Keyboard initialization[keyboard lights go on then off],
VGA BIOS,
Processor initialization,
Real Time Clock,
Test Video interface,
BIOS sign on,
Test Base and Extend Memory,
Assign Resources to ISA,
Initialze Hard Drive,
Initialize Floppy drive,
Boot attempt to read boot master boot code,
then off to O/S boot."

Some other things you can do is hit the <esc> when the graphics pop up to see what is initialized behind the screen and see where in the process you have passed, that leaves either the last process failed or the next process is not initiating and there's the problem to be fixed.
Good Luck

Have you made any changes to your hardware?

The symptom you're showing is often related to TWO master drives on the same channel. Check your CD-ROM or other IDE device on the same ribbon cable as the hard drive and make sure it is set to SLAVE.
Cheers
