Taskbar not locked but still can't dock a new toolbar

I am using Windows XP Pro. I used to have just regular Windows XP but I bought a new computer.
Now I am unable to move a new toolbar (I want a hide-able desktop bar)to another location other then just sitting in the taskbar. I can slide it from side to side IN the taskbar but that's it.

This is really driving me crazy as I hate having the shortcuts sprayed all over my monitor.

Any ideas?

I have no idea what would cause that. Just consider this a "bump", I suppose.

Create a Shortcut to the desired Folder on the Desk top and name it approptiately. Drag it to the edge of the Screen by holding down the left Mouse button.
Now you can right click the toolbar and it will have the same properties, configuration settings, etc, that a normal toolbar has.

I found that one by accident one day when I was sorting out the Desktop. Good to see that it has solved your problem.
