Users sometimes send via Exchange instead of POP account

Hey everyone. Thanks in advance for any advice.

I have a domain environment with Windows 2003 SBS and Exchange 2003. All Workstations have POP accounts and Exchange accounts. The default account is the POP account as Exchange is not setup to send/receive mail (yet...that's another story). When a user creates a new message, it defaults to the POP account...Works perfect. Sometimes it does not default to the POP account and tries to send via Exchange. For now I don't want Exchange to send mail. More importantly, I want AL mail to leave Outlook clients via POP accounts and NOT Exchange. Is there any way to do this? I think it mainly happens when a message is forwarded to a contact in the users address book. Any way to prevent Exchange from being called upon to send mail WITHOUT removing Exchange account in Outlook.

EDIT: It seems that Outlook will default to Exchange when I forward a vcard. I can still switch then to the POP account, but if I forget to do that...
