what should i do to allow only access for domain users ??

i work as a network administrator in a company i have a server with windows server 2003 sp1 installed , domain controller ,dns server and 2 NIC cards one for the external (connected to the internet) the other for the internal (connected to a switch then to clients).
i have installed all of these,i have 100 client computers,all i want is to let the 100 pc's access the internet through the domain and deny any pc out of the domain to access the internet or access any thing in the network (i mean workgroup computers).
i have configured the routing and remote access server to pass the internet through the second NIC card but i failed to deny access from workgroup pc's.i mean both of the workgroup and domain user can access the internet when i configured the routing and remote access server.i just want only domain users can access the internet.
also i cant let them access without configuring the routing and remote access server.
what should i do then ?
