What thumb drive security?

Ok, I finally got my users off of floppies andon to thumb drives. Thats the good news. The bad news is that now I am trying to teach security in this little governmental facility. The question is what is the best solution ot thumb drive security.
I have decided to try to impopse a no autorun via domain policy. This should reduce or prevent infections, of course I keep a good enterprise antivirus product on all my gov machines.

Now I need to prevent data theft and loss.
I have looked at solutions such as ironkey which make encrypted thum drives but that doesn't prevent people from bringing in and using other thumbdrives and encrypted drives can lead to password sharing which I am trying to discourage.

One product is supposed to encrypt any removeable media put in the PC, has anyone tried this type of solution?

Other products are supposed to prevent certain files from being coiped down. The trouble with that is that it assumes that all sensitive files can be tracked and identified.

Ultiamtely this question really includes external drives, CD's and DVD burners too.

Sorry, disabling all removeable storage is not an option.

I am attempting to teach good habits and security awareness but any automated soutions that really work are wanted too.

The only way I know that Government Agencies do this

Is to prevent the removal of USB Drives from the Building and outlaw staff bringing in USB Thumb Drives. If staff are caught breaching this rule they get Immediately Dismissed with no benefits.
