This whole process is upside-down. Your article mentions "Joe Beercan," but doesn't help any.

The problem IS Joe Beercan, but Joe doesn't know how to do anything about it. On the other hand, the ISPs and the Internet switching nodes DO have the skills and the opportunity to stop most of these problems very quickly. They could probably have blocking filters in place 30 minutes after each malware piece is identified. We need to put the "Bug" on these technologies, and let Joe watch the ballgame.

The winner in this scenario is EVERYBODY, including the ISP and internet nodes, corporate entities, and Joe.
