You need drivers for your cd rom on the boot disk.

You can download a win98 boot disk from bootdisk.com

If you are trying to install Win98 and you don't have a previous version, or are using an upgrade CD, try booting to a commmand prompt and try to copy the Precopy1.CAB and Precopy2.CAB files to the hard drive by typing: copy *.* precopy1.cab c:
copy*.* precopy2.cab c: . What this does is make windows think there is a previous version when there really isn't. I had the same problem years back and it wasn't until a real Geek showed me a workaround to it.
