If using a third party software such as Partition Magic, then you will be able to save the data on the XP partition,by moving the partition and installing Win98,if not you will have to start over with fresh install and create a dual boot.

Creating a dual boot ,you will need to load Win 98 first, then load XP.

The only easy way to add an older version of Windows to a system with XP is:

Add an additional hard drive to the system.

If your XP drive is formatted as a FAT32 volume, copy the files in the root folder. Including ALL hidden files.

Install W98 onto the new drive.

If the C: drive is a FAT32 volume, copy the XP root files back onto the C: drive root folder.

Boot into XP.

Edit boot.ini to add a second boot option.

You can find information on boot.ini in the XP help menu,
And by searching at

Note: You may have problems with your W98 install if:
You have more than 511MB of RAM.
A CPU faster than 2.1GHz
Other new hardware that does not have a W98 driver.

Also, if your XP drive is formatted as a NTFS volume, you will NOT be able to access the files on the drive from W98 without a 3rd party NTFS reader utility.
