      Several things…Quick tips to fix..
1.Start,run, type msconfig and go to advanced. Kill the box for fast shutdown option.

2.Start,run,msconfig..startup tab…you can kill three items that are checked at a time. do a full reboot and then try to shutdown. If this doesn’t fix it, you can go back and enable those three and kill the next three. Keep this up until the right one is found. Make sure to do a full reboot before trying the new changes.

3.windows update has some patches that might work..this prob. is generally a microsoft glitch.,

This is often due to a bad device driver. Mainly drivers for VGA Cards, NIC’s or special IDE drivers for your mainboard can cause this problem. Always try to find the newest available drivers for the respective hardware on the internet then install them. This often resolves the problem. A BIOS update for your mainboard may also help, but go about this with care, you can loos the mainboard if you things go wrong during the update or if you try to update with the wrong version.

Another thing that can cause it is a hanging irq from a printer, serial device, or even usb. If they don’t release the irq fast enough, windows will hang

Strangly enough, it could also be a corrupt or misbehaving program in the startup folder. To test this out, move all startup folder contents to a new folder on your desktop, then shutdown and restart with the new ‘clean’ startup folder, then shutdown to test.

If that’s it, move the items one at a time back into the start-up folder, testing for slow shutdowns after each one with a reboot, in order to identify the offending program.

1st step make sure that the shutdown patch has been installed. This patch is available from microsoft. I have found that network cards often refuse to cooperate with windows attempts at fast shutdown. To test this log off first then shut down. If that works then see if there are updated NIC drivers available or disable the fast shutdown.

Some problems with win98 hanging I’ve found:

Virtual Memory – are you letting Windows handle your virtual memory? If not, then that could be the problem.

As some of the previous answers, see the microsoft site first to get the shutdown patch.
Network card using 32 bit drivers – I wouldn’t recommend switching back to 16 bit drivers at all, but there have been several cases here at work where switching back to a 16 bit NIC driver sorted the problem.

Printers or other extrenal devices may still be on the IRQ. If they are still using IRQ, Windows will die on you.

One more thing – start up in safe mode, shut down from there, and try booting into normal mode. I’ve seen this clear problems out before.

      Good luck 🙂

This is a Microsoft code problem and sometimes the patch from MS doesn’t help. The next time you want to shut down, please do it this way instead:

Make sure that all programs are closed or shut down first.

Press \ Click the Start button

      Choose Run…

In the Open: dialog box (if it’s not there or in its arrow down menu) type:

      c:\windows\rundll.exe user.exe,exitwindows

      Choose the OK button

Then it will shut down right away.

Almost always device drivers – NIC’s are notorious for this. I know also that certain HP Scanners will halt the shut down process, but if you press the Scan button on the scanner, it will continue.

Programs which are removed from the system incorrectly cause problems. If you have a uninstall for the app use it or check the add remove in control panel. Alot of programs write to the registry and when shutting down look for the program and can’t find it and the system hangs.
