Windows 98 - Windows NT server

I have this problem. Any idea, please?
"I am an administrator in a school. We use windows 98 PCs connecting to a Windows NT server via a domain. We use Policy Editor via netlogon/config.pol to restrict default users. We do however require DifferentPolicy settings in Control Panel, Passwords, so that default users get restricted use on the PC, but administrators get no restrictions. If I set the option in Passwords to "All users of this computer user the same preferences..." then I lose the restrictions of the default user. I require to maintain the ability to have different Preferences and Desktops, but for the pop up prompt to save individual settings to defaut to <No>, and for the next prompt to re-enter the user password to <Cancel>. Can this be done?
When users log on in windows 98 what registry change needs to be made so that the question prompt "do you want to save individual settings..." defaults to NO and does not appear, nor does the following prompt to re-enter their password?
