Windows 98SE Hangs on Shutdown

Now I know this question has been asked many times and I have read all of the replies, however after doing most of what was recommended, I still have problems with shutdown. However when I go into safemode, it shuts down correctly. When I restart, it will shutdown correctly and restart as per normal.
I have gone to the microsoft page and followed their instructions on shutdown and testing, but still no correct shutdown.
I have installed all the patches required - wont shut down.
Made a shortcut using rundll.exe - wont shutdown
I have upgraded my VGA driver - wont shutdown
I have disabled my power settings in the control panel - wont shutdown
I have run sfc and it detected a corrupt setup file, I restored from CD but still no correct shutdown.
I have checked my device manager and there are no conflicts and no duplicate entries.
This is a new installation of Windows 98SE which was installed by an outside company. I did notice that they have fiddled with the logo and it has theiradvertising on it. Im not sure if this could be part of the problem or not.
Im going insane here. Anymore suggestions or is there something I may have missed?

On Some of the PC's WIN98SE needs the shutdown patch. The reason for hanging is because WIN98SE attempting to force a shutdown before it is actually ready.
1. Try Removing all the sound
Start -> Setting -> Control Panel -> sound

2. In the BIOS and set for a non pnp OS

Microsoft's reason for the shutdown problems are that during the shutdown process, it's attempting to "kill" apps currently in memory, instead of the installed app. ie: mcafee, norton, even some of it's own drivers. There are known issues with this. I would attempt to kill Everything in your task manager except for systray and see if it shuts down. Also this problem is more prominent with laptops due to the OEM "power saving" drivers. These problems can be a booger. P.S. don't forget that you can edit the registry and remove the startups from the run key and let us not forget any legacy stuff in the win.ini file using the run or load command.

When I shut down there are only three in the task bar. Systray, mapis32 and explorer. I took out mapis32 but it still wouldnt shut down.

Is your Box an AMD processor if it is then
you can download the patch from AMD to fix the shut down . I have only seen this failed shutdown on the AMD though,
Goes to Windows is shutting down but never tell you it is safe to shut down sort ofthing > ?
Try the AMD patch if it is AMD if not I can't think of anything else.

Have you checked the event log? You also may want to enable the "DR WATSON" part of 98SE. Last case senario, you may want to install a "System Utility" to check your machine for invalid .dll's that remain open because there are no programs to close them. You can do a C-A-D (control-alt-del) to see what is running before you shut down, close one at a time and see if it shuts down correctly. Time consuming but effective.

I have not encountered this problem with Win 98, however, I did experience it with Win 95. The solution was to uninstall, then reinstall Internet Explorer. I have no idea if it will help in Win 98, but maybe it's worth a shot.
