Windows Password

I can't seem to remember how to disable the Windows password upon startup. This pc is a personal pc and the Windows password window pops up upon booting up.

Answer number four is the best so far for what you want to do. Client for Microsoft Networks always asks for a password, even a blanks one, and deleting all *.pwl files is a win3.1 trick that can backfire as described above because of the way outlook express and internet explorer is integrated with windows explorer and windows networking.
If you do want to use Client for MS Networks, rather than windows logon or windows family logon, then get Tweakui and install tha AutoAdminLogon feature that is designed to autologon the username and password on start-up. Because this is a software issue, there are more than a few ways to do it, like editting the registry directly, but for most the MS utility is easier and cleaner.
