WinXP is not user log off or shut down

I have a few pc's that will not let the user log off. If you go to START-->LOGOFF/SHUTDOWN/RESTART no matter which one you select nothing happens. The pc will not shut down log off or nothing. It's like you never ask it to shut down.
Has anyone else had this problem?

Invoke 'Task Manager' via Ctrl+Alt+Del, select 'Shutdown'...

Upon next boot, select Safe Mode.

From Safe Mode, run your Antivirus scan.

cannot log off or shut down... ctrl-alt-del and manually select does nothing either...

Try: shutdown -f -m \\ComputerName

from C: prompt,see if that works, if that doesn't, not sure may be best to run repair.

If you have a stored image it would be better to use that and forget about it!!!
