Like CPU and memory, network is a most significant and shared resource in the cloud environment. Due to the popularity gained by virtualization technology, shared resources in the cloud are accessed by the tenant son the rent basis. But the network will not be shared as per payment and also will not provide bandwidth guarantee. Sharing the network bandwidth is very difficult because it depends not only on Virtual Machines (VMs) on the same machine but also on VMs that communicate with different machine. Hence the shared nature of the network in the cloud implies that network performance for tenants can vary significantly.
