Provision of Quality-of-Service (QoS) guarantees is an important and challenging issue in the design of integrated services packet networks. Call Admission Control (CAC) is an integral part of the problem. Clearly, without call admission control, providing QoS guarantees will be impossible. The task of CAC can be most easily illustrated by considering the following question: given a new call/session that arrives to a network, can it be accepted by the network at its requested QoS, without violating existing QoS guarantees made to on-going calls.
